Messenger and Agent Services
Act 152 of 2002 requires all messenger and agent services to enter into contract with the Department.
The messenger and agent service contract requirement packets are listed below.
As part of an agent service contract, you are required to attend a PennDOT approved training course during certain intervals throughout your contract period.
You must take a Basic Title and Registration Training class within one year of obtaining your contract.
After that basic training, you are required to participate in an Advance Agent Service training class every two years.
A listing of PennDOT training classes may be found in PennDOT’s Driver and Vehicle Services Bulletins.
Look for a bulletin with the most recent edition date that has the word "seminar" in the title, or you may contact one of PennDOT’s approved
Certified Agent Services Trainers.
