Online Registration Program (OLRP)

PennDOT’s Online Registration Program (OLRP) allows a contracted business to provide specific, online motor vehicle titling and registration transactions to customers. The business partner charges the normal state transaction fees plus a service fee. The business partner performing OLRP transactions can issue products immediately to the customer.

Types of services provided through OLRP include:

• Title and Registration
• Reconstructed Title and Registration
• Return Transactions - DEALERS ONLY
• Change Owner or Change/Delete/Add Lessee
• Lien Holder Maintenance
• Transfer Registration
• Reissue Materials
• Vehicle Information Sales
• Vehicle Renewal
• Electronic Tracking System for In-Transit Tags

Messengers, agents or dealers who are licensed and bonded with PennDOT for at least three months and have no sanctions are eligible to apply for the program. A business partner will need to contract with a PennDOT approved integrator in order to access the OLRP connection with PennDOT.
